Moody’s Upgrades Collier County’s Special Obligation Revenue Bonds to ‘Aaa’

In a report dated January 25, 2023, Moody’s assigned its highest rating to Collier County, Florida’s Special Obligation Revenue Bonds. The ‘Aaa’ bond rating will enable Collier County to borrow at lower, more favorable interest rates, saving taxpayers millions of dollars over the life of the bonds.

Office of Inspector General Alerted the Public to a Court Appearance Fraud Scheme

In the first week of January, our Office of Inspector General alerted the public to a fraud scheme after receiving complaints from Collier County residents about suspicious phone calls claiming that they failed to appear at a court hearing. The complainants stated that they were asked to pay between $3,000 to $3,500 in cash to avoid executing an arrest warrant with the Collier County Sheriff’s Office.

Raymond Milum
Director of Recording & Accounting

Raymond has been a vital member of our office for 26 years. He originally joined the Collier County Clerk’s Office 1997 as an accountant and was later promoted to the position of accounting manager.

When the Recording Division and Accounting Division were merged to form one department, Raymond Milum was promoted to the position of Director of Recording and Accounting. In this new role, Raymond oversaw the agency’s budget and accounting functions as well as recording, protecting, and preserving official county records such as deeds, mortgages, declarations of domicile, and releases of liens. Under his leadership, this merger reduced overall costs and improved efficiency through the streamlining of similar functions. Raymond and recording staff were instrumental in bringing historical records to digital formats for easy public access.

Raymond has prepared the Clerk’s award-winning budget for over 18 years. Our sincerest gratitude and praise to Raymond for all the work he has provided in managing our Accounting and Recording Department. We are very lucky to have such a reliable and hard-working man in our team. We wish Raymond a happy and safe retirement!

Michael Smykowski
Senior Internal Auditor

Mike is one of our office’s most competent staff with over 30 years of finance/budget experience as a local government professional. He began his career as a Budget/Management Analyst with the City of Harrisburg, Pennsylvania. When he transferred to Collier County, he initially served as finance professional supporting Everglades Restoration efforts and then promoted to Budget Director of the South Florida Water Management District with oversight of a $500M budget.

When he transferred to Collier County, he initially served as finance professional supporting Everglades Restoration efforts and then promoted to Budget Director of the South Florida Water Management District with oversight of a $500M budget. After coming to Collier County, Mike worked in the Collier County Budget Office for 20 years, ultimately serving as Budget Director with oversight of a $1.2B budget. He joined the Clerk’s Office for a brief period in 2015-2016 and returned in 2018 to become a key member of our office as the Senior Internal Auditor tasked with monitoring and examining contracts, expenditures, and agenda items.

For over 30 years, Michael Smykowski has been contributing to the success of Collier County and our residents. We are very grateful for the time he spent on our team. We wish him all the best in his future endeavors!
